Why is it narrated from 2010?

At the beginning and end of the movie, we hear that the events in the movie took place "10 years ago, at the millennium," meaning that the movie is narrated from the perspective of the year 2010 or 2011. Why a story that took place in the past told in the future? Is this symbolic somehow?

I think it's supposed to give a strange sense of artificial anticipation that a person might reflect on when looking back on their lives...you know, that feeling you had at the change of the millennium like you were entering a whole new world...the thing is that 2001 was no different than any other year change realistically, and that't what the movie is giving you a sense of...but, you can only feel these things in hindsight, when you look back on your life many years later...when you reflect on that youthful optimism. Plus, it's a neat twist.
