No Oz Seth Green

The character was explained as being away on a Dingoes gig. Seth Green likely didn't have much interest in voicing because Oz wouldn't have figured much into the story. Seth also sometimes felt shoe-horned into the show after becoming a series regular and thus making an obligatory appearance in all 22 episodes. I think he preferred showing up when vital and he wasn't super vital to the game's plot.
