What was the point of the 'Hammer'? spoilers

All he did throughout the movie was stand around and look like a dork. They introduced him like he was going to be a big part of the bad gang...but all he did was screw up and get his 'gang' killed in the end.

Why make a big deal of him to begin with when he's a useless +1 in the movie??

I did think that was kind of odd too. He was given a special introduction, but then never actually lived up to the early promotion. May be his role was severely edited somewhere along the production line.🐭
