Remake of the 2002 film?

I really enjoyed the 2002 film THE BARBER starring Malcom McDowell.
Is the 2015 film just a remake? I find it odd that they'd take an obscure, basically direct-to-video film as the 2002 one and remake it with another basically direct-to-video one.
