Where was Chi-Fu?
It's been a while since I've seen this. Was he mentioned at all? Was he promoted? Did he get fired and replaced? What happened to him and why didn't they include him?

At the end of the 1st movie, THE EMPEROR offers MULAN his job and he faints. She turns it down and he gets to keep it. However, based on how THE EMPEROR was so quick to offer it means that he doesn't like him (like most people). He must've fired him eventually.
