Yeah, I think he would have.

Joe was filled with confidence while Mark actually seemed to be scared. That on top of the training he did I think Joe would have won.

Mark was one of those big guys that count on their size to scare other guys from standing up to him, once he saw that Joe was no longer afraid of him he knew he had lost all of his advantage.

I think they were making it clear that he would have beaten him by:

(1) The fact that he had gotten to a point where he was able to land punches on his martial arts instructor,
(2) Showing Patrick Warburton's character being nervous/uncomfortable about fighting,
(3) Showing that Joe was already to the point that skilled martial artists get to where he was just acting reflexively (if you can't do that, you can't win a fight/get yourself out of a bad situation--there's no time to think too much about what you're doing, it needs to be a reflex so you can just do it), as he took himself by surprise that he issued and landed the neck blow so quickly to the weasley supervisor guy.

That way, we do not need to see him fight and beat Warburton's character. We know he could win, and so does Joe. It adds weight to him choosing to just walk away.
