I think more guys can definitely identify with Mutsumi in the series. She's a fictional character in all respects. Sweet, classically 'beautiful', NEVER gets angry about anything, an adorable sort of absent-mindedness/ditzyness, but a brainiac at the same time...the list goes on. Mutsumi actually has fewer faults than Naru. But surprisingly, even people who like Love Hina enough to write fanfic about it don't write about Mutsumi. There's something about her character that makes her difficult to put together in a story. I think it's the fact that she's got too few faults.
Naru has a lot of faults, compared to Mutsumi. She's emotionally neurotic, and she's obsessed with the idea that she may not be as pretty/smart as Mustumi. So there lies the answer as to why Mutsumi was put in the story...to make the subplot of Naru's insecurities seem a little more prominent. Mutsumi was also put in there, I think, to fool the reader/viewer into believing that she was the one that deserved Keitaro.
It's too bad they couldn't introduce her mother, Natsumi, into the series. Mutsumi is a carbon copy of her. Only Natsumi has shorter hair. But both are equally eccentric.

Akamatsu Ken, the creator of Love Hina, actually said, through Naru's mouth, in manga that Mutsumi was too good for Keitaro. I could not agree with him more. Mutsumi was forgiving, rendered a helping hand at most important moments, always gave comforting smiles, came up with unpredictable funny ideas. She's every grown men's dream. Keitaro deserved to be beaten up by jealous (reads not trusting) Naru for the rest of his life. He wanted it. He got it.
