Did the Feds really shut down the LAPD?


So far I have read there was an agreement between the Federal government to either face federal lawsuits or agree to a Consent Decree. Seems things haven't changed that much and as former NYPD Officer Frank Serpico writes the police are still out of control.

Interestingly the Republicans on December 23, 2020 voted to defund the police.

There was also an independent commission, led by future US Secretary of State Warren Christopher, which depicted an out of control LAPD with rogue officers beating suspects and bragging about it over patrol cars' communication systems.
