For those unsure, I'd recommend reading this I found on a forum:

the raretv.co.uk website appears to be illegal under the distance selling regs - the name and postal address of the owner is not displayed, nor is their email address. The owner has registered with internic/whois and decided not to give an address and that he is not a trader ! How do you find out where they are trading from to send a summons ?
A county court summons can be served by email, but you would be unable to enforce it if you cannot tell the bailiff where to go ! The owner is registered as one D.Simons, and the website appears to be hosted in the Ukraine.
If you paid by credit card and did not get any goods the bank wont help you. You cannot report them to trading standards because you dont know their address !
I wouldn't give my credit card details to an an anonymous person, with no address, phone number or email address.
I think if people have not received their goods then they should go to the police and complain under the Theft Act - bearing in mind the apparent breaches of the regulations."
