"A Lad an' a Lamp" is on Volume 22 of the VHS "Little Rascals" home video series that was released in 1994/1995. You might be able to hunt down a copy of it, but all I could find right now were some DVD bootlegs on eBay.

It, along with lots of other shorts can now be found on YouTube. I was suprised to find all of the banned ones there.
