I remember there being several of these underwater horror movies released around the same time (early 2000s), Below being among the best of them. But I can't seem to track down the others.

Anyone remember other submarine ghost / horror movies?

Yes very similar but vastly superior British TV movie called Ghost Boat (2006). In fact they obviously stole a lot of this movie ie the woman survivor, German patient and music playing without explanation. Ghost Boat is different class, masterly acting from David Jason and bags of suspense.
