why did Baxter replace Bebop and Rocksteady?

In the fourth level of the arcade version, both Bebop and Rocksteady are main bosses ogether, but in the Nintendo version, they are replaced with Baxter Stockman, in the form of a fly. Does anybody know why this was done?

Nintendo always did stuff like that. One guess is that the NES didn't have enough computing power to handle both Rocksteady and Beebop...
What I am still trying to figure out is why the first version of TMNT for Nintendo was NOT like the arcade. The arcade version was out before Nintendo put out their version.

The arcade version was not possible to duplicate on the NES software.

My guess is that because of the limited movements the turtles had in the NES version, it would be very hard to fight both of them at the same time. They're pretty tough by themselves.

MY GUESS IS PETER LAIRD WAS MORE INVOLVED N WANTED BAXTER STOCKMAN A CHARACTER HE INVENTED AS OPPOSED TO BEBOP N ROCK STEADY CUZ HE WAS JEALOUS OF BRILLIANT WRITER OF SHOW N DIDNT WANT THEM TO BE GLORIFIED

reply

Baxter is better.

reply

zero you may be right, Peter Laird did not want Bebob and Rocksteady in the second movie because he did not create them.

No, I think the Bebop/Rocksteady team battle was replaced with Baxter because they fight exactly the same as their level 1 and level 2 versions, and it was stupid to fight the same two battles all over again, except at the same time.

As for why Baxter Stockman was used twice, fly Baxter fights differently from his human form in the sewers, so he's off the hook. Personally, I like the NES version better in that respect.
