How is Vincent based on Bob Dylan?

Vincent is a former commando, who was used as a human guinea pig, and is now insane. Bob Dylan is a folk singer.

How is that anything like Bob Dylan?

Vincent isn't drawn to look like Dylan, either.

I get that the original subtitle of the movie is a Bob Dylan song title, but that's entirely in keeping with the way the episodes were titled, with the names of songs that fit the plot and/or theme of the episode. In this case, with the population of an entire planet facing murder at the hands of a terrorist, and with that terrorist seeking oblivion, "Knockin' on Heaven's Door" is an appropriate title.

But unless there's a quote someplace from Shinichiro Watanabe that says, "Vincent is based on/inspired by Bob Dylan," I just don't see it.

The bigger the government, the smaller the citizen.

It's nonsense, although whoever made it up presumably meant 'modeled on' rather than 'based on'.

Vincent was both named for and modeled on actor Vincent Gallo, and that is something Watanabe himself said in a couple of interviews at the time, as well as being backed up by the character designer himself.

None of this stuff seems to be checked, so that's not the only made-up trivia entry on that page.
