Has anyone ever noticed that Julian Acosta's character does not speak a single line until the last episode, when his mouth is wired shut (freak urinal accident) and when he does have a chance to speak, no one can understand him!

I read that they could only afford to pay X number of actors speak, so they just didn't give his characters any lines.

I think it was on this site's trivia page, but it's not there now. So maybe it was somewhere else, or not even true at all.
