Brass band music called 'Capstan'

In the take-off of Brassed-Off, VW and ensemble played a piece they called 'Capstan'. Can anyone identify this piece of music for me, as I have been unable to locate it anywhere on the web. Correct title and composer would be great, plus a recommended recording would help too. Not asking for much, am I ?
