Good points. I completely agree with you on how it would've been done, but I'm sure the political aspects as well as other things played a role. for one, maybe they kept the drugs in his system from the shooting from being reported.
First, he shot before (going by memory) Dowd, think that's his name, took another life, and Tellis was most likely on drugs himself when the shootings happened. idk what being an undercover police officer entails, but I imagine when you're going uc in the drugworld, you might have to take drugs to keep your cover. In the shooting, he thought his aim would be good enough to only hit Dowd. Remember what he says when being interrogated regarding being undercover "you don't know what the *beep* you're talking about." Going by memory, forgive me if some of the stuff is off.
Second, they needed him for the Calvess case. we aren't shown Tellis's background, maybe he was exceptionally good at his job, knew the drug world, we aren't shown. The higher ups thought he might be of use and might've been like, "you help with this case, you won't be fired or prosecuted for your poor performance involving that woman's shooting."
idk, just some thoughts, probably a lot more played into it. as far as the first guy, Tellis probably didn't have any type of medical supplies or any way to makeshift something to save his life, all he had was his gun and was chasing Dowd.
