Why? I can't remember 100% but why was he missing from this?

He dumped Zenon and wasnt relevant to the plot.

he most likely dumped Zenon cause they couldn't get Gregory Smith 2 reprise his role

It wasn't that they couldn't, his character in no way would've been relevant to the plot.
