Is this the movie where an older couple is being interviewed in their home and the wife is telling the story about how a young boy spit on her husband so the woman started spitting back on him? And a guy with piercings and tattoos is playing his guitar, but the guy's dad is going off about how his son is basically a loser because of his piercings and tats????

Yes! You're quite right. And the old lady's solution to every problem with young people is to flog them! In public! She's priceless!
It is not easy to get your hands on a copy. I had a friend of mine from Brisbane put a lot of effort into finding me a copy (I'm in Norway). And it is only available on VHS.

It plays on national geographic channel sometimes so you could get a hold of it through them. remember when thta guy shoots the dog? he should go to jail
