No superpowers until 3rd act??

I remember seeing this when I was 8 and I think it was the first movie that I was able to identify as bad. Seriously, I haven't watched it since but didn't they not get superpowers until the very end? It's like naming and branding a movie after what happens at the end. Like Soylent Green being instead called "SOYLENT GREEN IS MADE OF THE OLD PEOPLE" although that's more of a classic poorly guarded twist ending than a plot device.
