I agree. There are films that don't "age well" and this is an example of a film that don't "travel well".
I can see that Koreans who still eat dog regularly or don't see the point in pets can see the humour in this film, truly I can sort of imagine their perspective, remotely. Just like I can imagine the perspective of a Nazi soldier in a war movie...
But I cannot share in the humour. At no point in this film did I smile or giggle. I found the wife totally grating, the young lady dumb as nails, as is her best friend, and the main character is disgusting, the janitor had no redeeming qualities. Actually the only character I can have any sympathy for is the squatter.
I see lots of foreign films, and I generally enjoy them better, but sometimes equal and sometimes less than Hollywood, it all depends.

-But throwing dogs off rooftops?????????? I can handle that they eat dogs, I'm actually fine with that. The sheer moronicness of throwing a small helpless dog off a rooftop is apparent to any culture.
-Or the scene where he's walking his own dog thru some kind of insectide cloud?????
-15000$ bribe to get a teaching position (which he does not deserve) REALLY, if you're intending some kind of satire regarding institutinalised bribing (I've heard how rampant it is in Korea) I don't think the way to portray it is simply to put money with a gift delivered to the boss, get drunk, AND VOILA! How the hell is that portrayal ironic, or comic, or satirical? it is nothing, it is less than nothing.
I gave this a 2/10, the lowest rating I've ever given a foreign language film, 2 is for camera work and locations. I was tempted to vote 1/10, but that's reserved for an even lower brand of film.
Some people argue, then I dislike the violence in other films... no it's different. The violence is generally portrayed against equal humans, or thugs, or have political motivations. But if we made a violent movie about killing off handicaped people, no one would call that a 'dark comedy' or any sort of comedy.
***So I've seen 4 movies/wk in theatre for a 1/4 century, call me crazy?**
