Some of the guys look like they were based on T-Xs

I was wondering, did anyone else notice this, Some of the baddies that you fight on the first level look like T-Xs, I know that Robocop Vs The Terminator was made long before T3 was made, but those guys in red suits with blond hair on the first level do look very similar.
