Random people on the cover

What's with the random group of people on the cover? Even Arthur the dog is portrayed as a Jack Russel Terrier. Is this a case of the producers rolling out the promo posters before the film even went to the casting phase?

origin-x must have a different cover to mine. Mine shows Billy Connolly, Judy Davis and the dog on my cover is a Blue-Heeler as in the movie.
