Does anyone know who did the voice of the fetus in the first episode?

Does anyone happen to know who did the voice of Felix Harris, the fetus that was the leader of Pro-Life? That's almost the craziest thing to have in an adult comedy. A survivor of abortion who never developed on the outside. He's had really funny quotes.

Felix Harris: I ain't shaking hands with someone who's pro-abortion.
Joyce Matthews: I'm not pro-abortion, I'm pro-choice.
Felix Harris: Are you against abortion?
Joyce Matthews: No.
Felix Harris: Then you're pro-abortion. Take a latin class, you stupid hooker!

Felix Harris: What? I crawled all this way and now you want to cancel?
George Bush: This dinner is supposed to be formal. So if you could just see...
Felix Harris: No! I'm sorry. I can't see. Because my eyes weren't developed and so they're sealed shut!

One thing I thought, if George did succeed in bringing pro-life and pro-choice together, I think that the people would scream their head off upon seeing in the newspaper that the pro-life leader is a fetus.
