They had jobs (briefly) and were able to drive, they just weren't too bright.
I work with the mentally challenged. Being able to have a job and drive a car does NOT disqualify you as mentally challenged. We place borderline and below borderline challenged men and women in their own homes and they drive themselves to their jobs. The Dumb and Dumber characters would definitly be at the least borderline retarded.
