Did working for Muir make Tom a CIA agent?


Tom was recruited by Muir to be his agent. Does it mean that Tom became an official CIA officer? In the real world of espionage, do assets ever become official employees of the CIA? If Tom is injured or killed, does CIA take care of him as one of its own?

Not only was Tom working for Muir, but also he became an official employee of CIA. If Tom were not an American national, but a local agent, the situation may be different. Intelligent agents recruit and turn foreign people all the time, and those recruited agents become the responsibilities of the agency. For example, Kim Philby was turned by the KGB during his university years, and although no one would call him an official KGB employee, KGB helped Philby to defect to the Soviet Union, gave him medals, and a citizenship in Russia.
