Why can't she tell the police or her mother? (spoilers)

In the movie she says that after she was raped she couldn't tell the police or her mother. Why?

Is rape in Japan a shameful thing for the raped woman? Do rapes go unreported? Did I miss something?

Chihiro said that she was raped by her childhood neighbor and his "gangster" friends. I think they were part of the yakuza and while I'm not sure about Japan as a whole, I do know the Yakuza are not people you should be *beep* with. I think not going to the police is understandable, especially when it's gangsters you're dealing with.

I also think Chihiro was just embarrassed and ashamed (which is not uncommon in rape victims)

She did not want to tell on her childhood friend (small town so lots of shame to go around, would have effected her rest of her life)
So instead she fled

they also video taped it. It could have been posted online for anyone to see.
