Body count, five. Who and why? (spoilers)

Merv Green--bad guy, good riddance.
Buggy Ding dong--bad guy, good riddance.
Burke Bennett--bad guy, good riddance.
Marion Frank Stokes--bad guy, good riddance.
Spinner Dunn--good guy, but annoying and expendable.

This movie solves it's worst problems by killing them off. That's what you could expect from a black comedy.
But why did Rainbow Randolph and Nora Wells get reformed instead of terminated?
I think it's because they weren't completely and hopelessly only concerned with the money. RR cared about his art and his connection with people. Nora was just extremely cynical and thought everyone was cold, corrupt and materialistic, probably the kids included. Mopes proved repeatedly to her he wasn't, and that helped her to finally look on the other side.

I'll try my best to answer but it's hard because this movie is a mess.

At the end, SHELDON & NORA talk about how there are many evil people in the city. I think the movie was trying to show that there's good people, there's evil people and there's evil people who can be good. R.R. did many bad things but he didn't kill anybody, so he's less bad compared to the other villians.
