Anyone know why it's not up for stream anywhere?

Slowly more and more anime is making a comeback, but I'm noticing a distinct lack of Outlaw Star anywhere. Between Hulu, Netflix, and Crunchyroll you'd think SOMEONE would have it.

Any ideas what's causing this particular gem to be MIA from the legal net venues?
