watching this movie one gets the notion that this is a 2-5 million dollar movie. what in the hell did they spend 25 mil on? seriously?

There's a good amount of famous actors. No one real big, but they had recognizable actors for lots of minor roles like the judge and the police chief. I'm sure that added at least a little to the cost.
