I just started watching this on IFC and in the introduction John Cameron Mitchell said that 300 minutes of exposed film was damaged by x-ray machines at an an airport in New York.
Because they had insurance, the scenes that were damaged could be re-shot and new scenes were shot too, but the insurance money was more than the entire original budget. Mitchell said that this allowed them to have digital rain - "they could never afford the rain before. Suddenly, every scene had rain in it. Inside or out."

So, I'm not sure if the film was shot HD, but there are lots of scenes with digital rain in it.

I doubt it. This looks like film to me, despite the supposed "digital rain" remarked upon here.

Watching many films shot on digital, which can range from muddy ("Blair Witch Project") to stellar ("Star Wars: Attack of the Clones"), usually the giveaway in lower-budget digitally shot movies is either washed-out sun scenes, or a pixelation problem when someone moves too fast or the camera pans quickly. I didn't see any hints of that here.
