Anyone can cash a check for another person once it is endorsed by the person it is written to. Obviously most people won’t cash another person’s check since there is a risk it will bounce. I remember when I was a little kid in the 70s my mother would take my grandmother’s endorsed social security checks and cash them at the supermarket before she started buying groceries. In that case being a government check it had no risk of bouncing as long as the endorsement was valid.
