No they are not "gay." They are two boys "stuck" together in a bad ( a very bad!) situation. They snuggle together because they need affection as all kids (and adults) do. They even kiss and smile for the same reason. The affection is certainly not coming from the "caregivers" at the institution so they turn to one another for warmth and love. I don't think the "gay things" went beyond a little snuggling and a kiss or two. Unless someone else read into it differently than I did.
