A Ma Seour, a french film, is amazing
and also heavenly creatures with kate winslett

But A Ma Soeur is nothing like this film.

I can't think of anything else really.
Well there is Thirteen but that's a bit Hollywood.
Totally about girls growing up experimenting with drugs, relationships, rebellion etc.

Career Girls by Mike Leigh
Walking and Talking by Nicole Holfcenter

Both are great non-chick-flick-y but solid friendship explorations.

Antonia and Jane is another good film about two frenemies over an extended time frame.

Hilary and Jackie is also about a very intense relationship between two women

The Dreamlife of Angels, perhaps. It's French.

It's about two destitute chicks who meet randomly. The timeline is only a few months, unlike this movie, which takes place over years.

Too many to mention. For now "Foxes", it hasn't been mentioned yet.
It's not exactly the same friendship, but it has the main things, drugs, coming-of-age, sex, family troubles, etc.

Toe to Toe involves a teenage female friendship and it's similar to Me Without You.
