Nothing odd about it. Working as a prostitute she was detached from the customer so she kept her shirt on. When she & Jack made love she was in love with him, that's why she felt comfortable to take off her shirt.

The old guy she was screwing had his underwear on too so they did a bad job of faking that whole thing, They could have at least had the guy be naked. If they were *beep* she was just humping him with his clothes on....I didn't know prostitutes got paid to do that lol.
