Yes and no.

Of course - with so much lying and deception - it's hard to tell, but if I try to read between the lines - Dudikoff's character was recruited while he was an Army Ranger by a high level secret govt. organization such as the CIA to work as an assassin around the world. Then he was recruited by this D5 (or whatever it was called) to work in Hoover's ultra-secret branch of the FBI.

So, "the Silencer" was a professional killer. But, he did not work for "the mob" or as as a contract killer for hire.

He killed a lot of people, but I think it was always "in the line of duty".
His FBI handlers would probably always say something to convince him the job needed to be done "in the interest of national security", etc. I'm sure he had doubts, but info at his level was always limited, so he just got into the habit of following orders and killing whomever they told him to and tried to make it quick and painless for his targets.

Now, of course his cover story - was that he was an indepent killer for hire - hiding the fact that he was actually working for the govt.

If he was simply a stone cold killer they might have had him pull the trigger on the Senator.

But, I think he finally got sick of killing and was trying to get out of the business when this last job came up.

I was surprised at how well crafted the story was despite a few minor flaws and the limitations of a low budget flick.
