Shooting at the hip

Perhaps I am wrong, but with the prophetic picture of the World Trade Center, at the end of the movie, (this movie was marketed in 2000 prior to 9/11/2001) could it be that they did not continue it as a series but stopped production because of sensitivity issues. Perhaps that is why the project was shelved, if indeed, the movie was intended as a pilot.
