Somebody cashed a paycheck greenlighting this movie

I don't understand how movies like this get made. Seriously, it's not like making a movie takes a few minutes. Someone's gotta write it, someone's gotta read the script, somebody's gotta get interested in the script, somebody's gotta produce it, somebody's gotta hire a directory, somebody's gotta get financing. Lots of stuff. But this movie survived all of that and still got made. I just don't get it.
