After Virgil enters at #23, Bobby Heenan says "Virgil just came out right? Number 23 right? Who knows how many bags he's gone through in the back!"
What does he mean by that?

Heenan always used to call Virgil a thief and a tramp after he turned on the Million Dollar Man and "stole" the Million Dollar belt. So, I guess he was just implying that when he said it. Heenan was a comedy genius!
