Does anyone think that Chow looks like Jet Li?

When I was like 5-6 years old, I thought it was Jet Li in the show (since I watched him in Romeo Must Die) until I realised it's not him but I can say Chow really looks like Jet Li back in the early 2000's (Jet did appear in films like The One, Cradle 2 The Grave and Unleashed). Can this be coincidence or did the director wanted to base the thugs of Jackie Chan's film competitor? BTW I'm 19, re-watching the whole series online and I still think it's better than today's cartoons nowadays.
