So..she was rescuing (stealing) neighborhood pets...that was so funny..sounds like something i did whn i was a kid

Yeah, that was hilarious. Some viewers might not have caught it if they didn't notice the flier.

However, people shouldn't be letting their dogs roam with no fence or tie or anything.

I would have advised her to switch over to cats. There are a lot more stray cats around in towns, than there are stray dogs.
