I used to watch this film almost daily with an ex-girlfriend of mine, and back then, I had it pretty well figured out, I'll watch it a few more times and maybe post my "Pootionary".

Theres no specific code..but you can tell what he's saying by the context...and i imagine if you were to hang out with teh guy in real life (yea i know he's not real) it would be pretty easy to understand him...i've seen the movie way too many times on cable.

I alwayst thought "sepatown" was like "simmer down" or be cool, don't worry about it.
"tippy ties" definitely means children
"wada-tah" is a conversation ender, meaning, "that's it" or "that's how it's gonna be"
At the dinner table scene, with his family, the young Pootie refers to a girl in his class as a "cold tony." Earlier in the movie, in the initial Bob Costas interview, Pootie refers to himself as a "pone tony." So, "tony" must have some kind of meanig.
I could probably go on. I've seen this movie no less than 50 times.
