They made Phoebus a total jerk

It's like continuity meant sh!t to the people who made this movie.
All of the sudden he has a prejudice against gypsies? What? Did they forget that in the first one he helped SAVE the gypsies? Gah!

****PEOPLE OF ILLINOIS: STOP BILL BRADY****

and all the sudden he's an incompetent jackass who can't see the forest through the trees.

Ah, but he was right. There circus people WERE responsible for the thefts, and Madellaine was ORIGINALLY out to use Quasimodo to steal the bell. He may have been pointing fingers, but his accusations were true, he just didn't handle things properly. And as for when he first told his son to stay close because he didn't trust these people, you ave to understand that he was being a concerned father. When a large group of strangers suddenly comes to town, what father wouldn't want their child to stay close? And when he had Madellaine as a prisoner, it was because everyone, even Quasimodo didn't trust her after what she did.

Were the circus troup Gypsies though?
Besides, Phoebus happened to be right about them all except Madellaine.
