Not at all, but according to Wikipedia (which isn't always accurate), Sarousch was aware of Frollo's prejudice towards gypsies when he took Madellaine in after she stole from him instead of turning her over to Frollo. So of course, Frollo is not mentioned by word of mouth in the film, but is alluded to in terms of his hatred for gypsies. Just so you know.

You know, it is not that strange that Frollo wasn't mentioned since he had been dead for several years.
But I would have liked a scene, where Quasimodo and Madellaine realized that they both had been abused.

But I guess it would have hurt the flow of the movie.
