Your list inspired me to make my own. I didn't try to match the actors and characters appearance wise too much, but instead was thinking what actors I feel would do justice and give great performances in those roles. Also, I attempted to stay away from huge names for long periods due to those big names meaning big money from the studio.
I based it off a 5 season Arc, basically a disc each season with the moon portion of the 4th disc being broken off onto it's own season.
HEROES
*Dart-Colton Haynes. He is an up and coming action star and this would be his chance to really make a name for himself and show that he can lead a franchise.
*Shana-Jessica Stroup. I feel she has that petite look of Shana, but also would be great in the damsel in distress/childhood sweetheart role.
*Lavitz-Jenson Ackles. You hit the nail on the head with this one. He would be perfect and bring quite a fan base in with him that would hopefully stay even after his death.
*Rose-Jessica De Gouw. Stern, badass look as Huntress in Arrow. Would make a perfect, distantly attached Rose
*Albert-Taylor Kitsch Guy looks like Royalty. Could play a convincing fighting king.
*Haschel-Tom Berenger. Older, established actor to help mentor young guns on show. Plus one of my favorite actors. Loved him in Major League and Sniper series. Plus, it's somewhat believable that he would have a grandson like Colton Haynes.
*Kongol-Dalip Singh. Guy is an absolute monster. Kongol would be perfect for him as well. Based only on his size and intimidation, not on truly acting or even speaking.
*Meru-Emily Kinney. Spunky and a solid actress. She has that tiny, cute but tough build of Meru as well
*Miranda-Lindsey McKeon. I know she's not blonde, but she could be an amazing Miranda. She has that tough, take no prisoners look that describes Miranda perfectly
VILLAINS
*S 1--Doel-Manu Bennett. You need a strong, capable actor to play the main villain of *S1, and Manu was amazing as Deathstroke on Arrow. Could help get series off the ground.
*S 2--Lenus-Alona Tal. Tough yet beautiful. Can drive that character to be a hidden star
*S 3--Lloyd-Chad Michael Murray. He has that cocky look to him. Wouldn't have to be a true season regular for a few seasons. More so one off appearances until S3.
*S 4--Zieg-Neil McDonough. Wouldn't truly need to be cast until season 4. When Diaz in other seasons, could be just random person, like what was done in HIMYM with the Mom.
*S 5--Melbu-Mark Strong. Perfect casting for a Series Finale villain. He rocks every role he is in.
