She never dresses that way throughout the entire film. I thought she was going to turn heel and join the bad guys somewhere near the end (she's looks like an assassin on the cover) but no dice.
Decent art direction, if anything.
Yeah, you'd almost get the impression that this whole project was created simply to make money rather than to share the tale of a troubled teen as well as give us Americans some insight into why France seems so bound and determined to spoil our war on terrorism.
