Yes, and the names are EVERYTHING but not Serbian or Bosnian. It more sounds like Czech or Slovakian... Karadan Maldic was clearly made from last names Karadžić and Mladić, but there's no name or surname like that in any language in Balkan.
I know that because I'm a Serb.
It was like that because for regular British or American all of us (Serbs, Russians, Bosnians, Ukranians, etc.) are one and the same - bad guys who should be bombed and then occupied. Then democratized and so that we are finally happy and free. It is what the medias are presenting to Western people so they approve those kind of wars.
So, big film companies also have a job to create such an image, but also to earn money, off course. The easiest way to do that - movies like this with simple plot: one brave man makes his revenge and saves the world by killing bad guys (it used to be Russians regularly, then Serbs, Iraqis, and the next are... some Syrians I guess).

Because it all sounds the same to a nonspeaker.

I'm guessing you didn't see the second half of the film. The mixed international thugs were .... no, I won't tell you. I enjoyed the second half of the film and it was a cerebral thriller -- well played by Irons and Whitaker. Well done British independent film makers.
