In an interview about his role in the game he says that he plays a "Kennedy-esque" president. Plus, he acts like such a p**sy when the Reds invade, so he must be a Democrat (hey, I had to get my shot in since you guys were hatin on Republicans)

Yeah I agree he was supposed to be like Kennedy, a type of tough foreign policy Democrat. Today, most of those have switched to the Republicans or have been forced out. A big example is Joe Lieberman, who was run out of the Democrats for that reason. So he's an old-school Democrat. Who knows if he's an FDR or a Wilson domestic President, but he's definitely a tough foreign policy guy.

Red Alert 2 takes place in a continuum that branched from our own more than half a century ago. It is possible that in the time since then a third political party has risen to the level of national prominence required to capture the presidency. Considering how profoundly the world changed due to Einstein's elimination of Hitler, it doesn't seem that far fetched that Dugan might not be involved with either party.

He has to be a Republican. A democrat would have negotiated with the Russians and then asked the UN for permission to use force, but only after 19 rounds of unenforced sanctions were voted on (and vetoed since Russia is on the security council). Then Michael Moore would make a film, probably called "Borscht" about how all of the "right-wing nut jobs" in America are just using the nuking of American cities as a pretext to pursue our empire building in Europe and Asia. Obama would scream about being completely against military action when speaking to a code pink rally in San Francisco, but then say that we can't take a military response off the table when speaking to a group of veterans in Topeka.
