Buffalo Soldiers was the "nickname given to the 'Negro Cavalry' by the Native American tribes they fought; the term eventually became synonymous with all of the African-American regiments formed in 1866".

What does that have to do with black market selling Army dirtbags in Germany?

They were look down with contempt and payed less. They were given those native post because it was considered a low priority. Thus the movies was drawing parallels with how useless a soldier in supply department feel less validation without a war. The director gives a better answer on the DVD commentary.
