The song is called "Party Up" by DMX from his 1999 album ....And then there was X. Its track number 4. The album was released on Def Jam.

I hope thats enough information.

Sorry just to be picky, the official title as released on And Then There Was X (I'm looking at the CD right now) is "Party Up (Up In Here)"

Although the track name has varied on compilation cds etc, that's the original title.
