who is the character who plays him. Some people say its don francisco's son others say its la cuatro. If anyone know please give info.

I think is a man, and with music background as he is a music casting director for the show, or at least assists in that department. I've seen La Quatro around once or twice when he's been around so I knew it was not her. But yeah it's most likely a man.
